...near the end of the movie when they all come out onto the fire escape, the guy who is speaking to the workers? He has dark hair and a gray or blue color suit on and yells at them to come down. Who IS that?

Joe E. Brown was a great comic actor with a wonderfully changeable face. My favorite scene of his was in "Midsummer Night's Dream". In that film Mickey Rooney played Puck and James Cagney played Bottom.
