Apparently she's also the centerfold model covered by the strategically-placed magazine, in the B52 scene.
As for her vocals, yeah, I know what you mean. She's so darned calm and officious, when we the audience know what's going on and we're shouting at the movie "C'mon, get darned George C. Scott out here to talk on the phone to try to save the world!"
Of course, his "belly slap" has always been one of my favourite moments, too.

One reason that it might strike American ears as such is that - only iirc - the actress was British. I could be mistaken, but the film was a Brit production, and under her broad Mid-Atlantic accent I think I detect British-English intonations.
