I've been trying to pinpoint movies that have the scene in it where everybody runs up to the beach at once and cars pull up too and everybody gets out and parties. Does this film contain this scene and if not do you know of any films that do? I've been going crazy trying to find a movie with a scene like that.

There is no scene like you describe in any of the Beach Party movies. The characters rarely used cars except in the Keystone Kops chase scenes a couple of the movies had.

Well, Pajama Party has a scene like that at the beginning, but its not the beach they arrive at. Its a swimming pool at a large estate.
