Am I justified in believing that the cage-like apparatus facing the front desk of "The Shady Rest" is an elevator?
I can't recall ever seeing it used,
Why would a 2 storey(I believe) hotel need an elevator in the first place?
Did any of the characters ever assert that it was broken(and or how the misfortune came about)?
My apologies if this topic has already been dealt with.
It was one of those things Uncle Joe acquired because he thought it added "class" to the hotel. It never worked during the series except possibly for one guest who may not have been of this world. He also added his Injun statue and non-working telephone to the lobby for the very same reason.

I believe it was brought up in the first episode?
As for the guest who may not have been from this world...in a late season 4 episode, a man checks into the Shady Rest who comes off as being very strange. I recall that Kate and Uncle Joe heard the sound of the elevator from another room. I haven't seen the episode in years, so I vaguely recall Uncle Joe believing the guest is an alien. Perhaps someone else on the board remembers this episode better than I do.
Oddly enough, I stumbled upon and then watched the episode "What's a Trajectory?" on YouTube last night.
It's the 14th episode of season 3.

Despite paying in cash and reserving the entire hotel solely for himself so as not to be disturbed, Uncle Joe however doesn't trust him - how can he trust anyone who likes to walk? This MORE or LESS sounds like the episode to which you're referring.
Although there was no "elevator action" whatsoever in this one, at one point, lighthearted jokes are made that Mr Reynolds is an alien.
I just looked it up. It's season 4, episode 28. The episode is called "That was the Night That Was." Again, you only hear the elevator going up, but you never see it.
