Wrong- I grew up watching HW on the TV & it aint him.

Definitely not Harold Wilson (it was made before he was PM or Labour leader anyway).
It was a fictional Tory politician played by Robert Percival on the TV. It would actually have been a bit risque to have shown them mocking a real politician (e.g. Harold Macmillan) like that in 1962.
I thought this scene had dated pretty badly. The novelty of turning the volume down on TVs has rather worn off these days.

no, it's not a real broadcast. i've seen the actor playing the politician in other films, though i don't know his name

Yes, the script for the phony right-wing politician was highly satirical, just like the trite song and camp choreography of the spoof commercial.
