You talk about him as if he had occasional bad manners.
but Cooley was not Republican. He was from the same party as the President (which while not specifically identified was assumed to be Democrat). Besides, there was a specific grudge mentioned early in the movie (it was personal to Cooley; not just a policy thing).

According to the Majority Whip, when they were talking on the front steps of Congress, it was because Leffingwell had embarassed Cooley five years before during some unspecified Senate hearing by catching him in a lie. Cooley doesn't deny it, so I'd say that's probably it.
