SPOILERS, of course...for everyone else.
The VP states that he has a sad announcement -- the President died a few minutes ago. He asks the senior Senator from South Carolina (Seab Cooley) to assume the chair as President Pro Tem of the Senate. Everybody rises as the VP gets out of his seat, and Cooley says, "Good luck, sir." As the VP walks up the aisle he tells Munson, "Bob, about the vote. I'm sorry. I prefer to name my own Secretary of State." Munson says, "All right, Harley -- Mister President. I'll see what I can do for him." Hudson leaves escorted by the Secret Service. Munson gets recognized and says, "Senators, a great leader has fallen. A bitter loss for our country; a great personal loss for everyone here. I move we adjourn out of respect until further notice." Cooley bangs the gavel saying "So ordered," and everyone gets up and slowly files out as the pages clear the desks. The credits roll over an overhead shot of the chamber.
I did this from memory; the exact dialogue might be slightly different.
Though you only missed a minute or two, it is a nice resolution to the film.
