I see numerous threads about a live action cast. I have not yet seen a cast suggestion for Mrs. Spacely, who is in some episodes.

If you search on this site, you will find that Mrs Spacely was voiced by Jean Vander Pyl, who also voiced Wilma Flintstone.
The only reference I could find for Starla Spacely is from the 1987 TV movie The Jetsons Meet the Flintstones, not from the series itself. She was probably never seen or mentioned on the series.

Mrs. Spacely's name is Petunia (in the original series, that is). Mr. Spacely calls her that in the episode where he and George pretend that George is home sick in bed in order to get out of going to a concert and PTA meeting, respectively, and attending a football game instead.
Here's a link to a cast credit for Mrs. Spacely (as mentioned before, voiced by Jean Vander Pyl) naming her first name. In the later episodes (not as good, of course) her character's first name was changed.
