Phil Harris?

In the scene where Pongo gets the idea to roll in the soot to disguise themselves, the labrador says "say, that is an idea!" It sounds like Phil Harris (voice of Baloo from The Jungle Book). Has anyone else noticed this, and can anyone confirm if it is him? It is definitely a voice change.

Nope. Phil Harris didn't start working at the Disney studios until "The Jungle Book" a few years later when Walt Disney suggested him for the role of Baloo. He would go on to work in both "The Aristocats" and "Robin Hood" as Thomas O'Malley and Little John. I'm unsure who voiced the Labrador (as IMDb doesn't see fit to tell, and the opening credits don't list the cast out as to who voices whom although I know most of the main cast). Although, I don't think he sounds anything like Mr. Harris, really.

What I meant to say was that the Labrador's voice when he says that line sounded like Phil Harris. I know that the normal voice of the Labrador isn't Phil Harris, but for some reason someone else voiced the Labrador when he said that line.

I totally agree - just that one line. It's very odd indeed.
