I just learnt of the existence of a japanese cartoon called "Fantastic Children".When I read the synopsis, The only thing who comes to my mind was "Village of the damned"! Take a look:

"Spotted across Europe, The "Belfort Children" a group of mysterious white-haired children wander the world in search for a special young girl. They behave far more mature than they should be.Thomas an ordinary boy, has just found Helga, a runaway orphan, on the island where he lives. He finds himself risking his life to save the orphan as the Belfort Children pursue her.Why are the Belfort Children after Helga? And who are these enigmatic children with supernatural powers? Thomas and Helga's search for the truth soon leads them to a poignant tragedy that occurred 500 years ago on a planet millions of light-years from Earth..."

The Cartoon Network had a series called Kids Next Door where there were the re-occuring villians called The Delightful Children from Down the Lane who were a parody of the children from Villiage of the damned. They didn't have the blonde hair and evil eyes but spoke as one and had the same accents.

The Stepford Cukoos from the X-Men comics are an obvious reference to Village of The Damned. They are five blonde identical sisters who have telepathic powers.

The Children in Village Of The Damned(1960), Children Of the Damned(1963) & Village Of The Damned(1995), The Children did not speak as one . In The Original , only David spoke for all of them . In Children , only Paul , Mark , Mi-Ling & Mrs. Robbins spoke for the whole . In The Remake , only David & Mara spoke .

Aside from them both being light-haired and mysterious, there aren't that many similarities. The Belfort Children are mysterious because they show up in pictures that are hundreds of years old and never age.
