Why not send the women and children with the pirates?

or at least as many as possible. at least they would have a chance at a better life

I don't know anything about these particular pirates, but most pirates throughout history would either use that many unguarded women and children as slaves, or sell them as slaves.

One of the reasons the pirates historically betrayed Spartacus was because the Cilician pirates themselves were some of the biggest slave-traders in the Mediterranean region (therefore a slave rebellion is bad for business). Being slave-traders, they weren't trustworthy with a bunch of unguarded women and children. They would have sold them as slaves. The women and children would only have been safe if the armed men of the army accompanied them on the journey.
