At first he said he would just recruit, when Vin asked him how many he had he gestured 1 (Harry) so at which point did he decide to go along?

It's a deleted scene, but Chris decides to join when the farmers offer him dental insurance.

A good question, and I think the answer has fallen through one of the narrative cracks during the scriptwriting process.

I think he decides after Lee joins the team.

it's just a feeling of mine but, we could just make it official that Chris decides because he feels someone needs to keep an eye on Lee.
