If I'm not mistaken the number 250 on the list has a score of 8.0 or 7.9.. So why Inherit the Wind isnt on the list?

The total number of votes has nothing to do with a movie's ranking in the top 250, so long as it has the minimum of 3000 votes in order to make the list. The reason is that the scores used for the top 250 are weighted based on the total number of movies rated by each voter. In other words, people who rate more movies count more.
Unfortunately, there's a multitude of stupid little kids with no lives here who keep giving movies like The Dark Knight and The Shawshank Redemption a vote of 10. Then give thousands of older movies like Inherit the Wind or The Godfather a vote of 1 even though these pathetic losers have never seen a movie made before 1990. This is what skews the rankings.
It's truly a sad state of affairs.

I think the natural urge to rebel or overthrow also plays a role to some degree. After all, there was (and possibly still is) a campaign to knock The Godfather out of the top spot and place The Shawshank Redemption at number one. Many people voted accordingly, not because they actually thought that The Godfather was absolutely terrible or because they thought that TSR was the greatest movie of all time, but merely because they wanted to overthrow the one at the top.
