That would have been a bad idea! Cim did not take the job because he realized he'd be a figurehead and nothing more. The group of men who selected him would be pulling all the strings and he knew none of them were concerned about the Indians' or anyone else's well-being. All that interested them was looking out for their own best interests which included making a lot of money regardless of who it hurt.
What you're saying is the exact reason a lot of, usually naively, get pulled into situations they would rather not be in. They think they can go along with the program long enough to get power then they'll do what they want. The truth is the people pulling the strings have their own agenda. If Cim were that kind of guy it would have been perfect. He line his pockets and get rich with the rest of them. If he tried to buck the system they would have found some way to 'take care of him', silence him, or run him out of office.
