That doesn't surprise me. When Universal made the original Bela Lugosi movie of Dracula they did much the same sort of thing. The english speaking cast filmed during the day and a spanish speaking cast used the same sets, costumes, etc. at night to film for the spanish market. And sometimes directors use stock footage in different movies. In "Atlantis the lost continent" they had cuts from "Quo Vadis" and in "The Seven Faces of Dr. Lao" they used footage of the sinking of the island to tell the story of another group of people whose homeland was destroyed. So the idea that Hammer did something similar doesn't surprise me any.
