NERVA stands for Nuclear Engine for Rocket Vehicle Application. nuclear thermal rocket testing in the first stage was the reason given for the leeches to grow so large.
While NERVA was never intended for first stage of a rocket and it was tested in Nevada, not Florida, it gave us a time capsule of a technology that was abandoned [thanks to the Nixon Administration] only to be recently revisited by Project Prometheus
