He has no reason to be there, 'just passing through' all the time.

Yeah, good point! I hadn't considered that. Does he have other parishoners in the area that he feels he still owes his time? If so they are not based in "the" Street. Considering how he has one ex and one sort-of-ex, he would surely be avoiding the area. He told Todd he needs more time to consider a reconciliation but he isn't going to gain much clarity allowing the carrot to dangle in front of him and marring his objectivity. It was Todd who practically forced himself on Billy regarding volunteering. As you say, if he was so reluctant as he seemed (initially), why keep revisiting? It's essentially a residential area with a pub and other services he can utilise elsewhere...
