Both seem evil but Phelan actually seemed human in last night's episode where he said he loved Eileen and that is why he intervened when Vinny was going to kill Todd.
I still think Phelan is more intimidating though, I hope he stays, he is Robert De Niro compared to some of the actors in the show.
I dislike him conning Alex but apart from that he is a good character and good actor, i like how they made an exception for Sarah as i like her.
He's a very good actor.
I don't believe that he's in love with Eileen. Whether he sticks to his deal with Todd re. Sarah remains to be seen.
I doubt Phelan loves Eileen or has loved anyone in his life. He's a con man and only loves money.
Vinny is more evil but the actor is a very handsome man. I wish he had a better long-term role since he is a very good actor too.
I think they're both on the same level. I don't think Phelan loves Eileen I feel bad for Jason, but find it hard to feel sorry for the likes of Eileen and Anna.
