Watched this with my daughter and she thought it was Donald Pleasance, until I pointed out that even with the world's best makeup job, he couldn't have looked that old in 1959!
shareTalk about 007 one of the DRS at the nuthouse was played by Willoughby Gray who also was the DR who made Christopher Walken, a kook in AVTAK

That was actually Felix Aylmer who was in a lot of movies in the 50's and 60's like "Ben Hur" "Ivanhoe" "Quo Vadis" and "Knights of the Round Table." Mr. Aylmer was a good 30 yrs older than Mr. Pleasence and was 70 when "The Mummy" was made where as Mr. Pleasence was only 40. So it wouldn't have been impossible for him to have been in the movie as far as age, but he was also making a lot of TV show appearances back then so he was probably very busy.
That thought crossed my mind when he speaks his very first line in the film. But then it was easy to see it's not Pleas(e)nce.
shareMe too, right at the beginning, until I realized he was too young in 1959.
shareI knew it wasn't based on the age of the film, but my brain kept thinking it was him anyways!
shareHA! I thought the same

I always thought the exact same thing.
