Watching Christopher Lee right at this moment. There is no question about it, Hammer's Mummy is the best!!!!

Well, just like it's unfair to compare ballplayers from different eras, so too is it a little unfair to compare movies from different eras. Just like people, movies are very much products of their age, and reflect, either directly or subconsciously, the values of the time in which they were made.
I don't think I'd be as drawn to this particular version of The Mummy (1959) if it didn't reflect, at least some degree, the culture that produced it. That's part of its charm.
In the end, it all boils down, I suppose, to which culture you feel can tell this story more to your liking: That of 1950's or 1990's. I tend to lean towards the old stuff, and find modern actors like Brendan Fraser far too milquetoast & metrosexual to carry strong leading roles on their back, but perhaps that's just me.
I don't think they can be compared, really. All three versions are fairly different in tone--the Universal version was a sort of dark romance, the Hammer version was mostly straight horror, the remake was action-adventure/comedy. I like all of them, in different ways.

The 99 films is based more on the 32 Mummy, but it's still very different, more Indiana Jones like.
This Hammer films is based on the Kharis Mummy series of the 40s which have no connection to the Karloff film.

Any Mummie film is fine by me. I liked the 1959 one when i first saw it as a kid, and it left a memorable impression on me, although havent seen it for years and years. I might hate it now for all i know, but i doubt it.
1999 one is one i like very much as well.

I enjoy them all but this is my favorite Mummy movie. Helps to really like Cushing and Lee.
