Is the theatrical cut worth watching?
I have only ever seen the 1998 cut. Is the original theatrical cut worth watching if I have seen the 1998 cut or does it have any scenes missing from the later cut?

Or, if you want to go full-out cinephile, you could have a "Touch of Evil Fest" and watch them either back-to-back or on consecutive days, or something, and see how you feel about it.
My understanding is that the film community consensus is that Touch of Evil's 1998 cut is the better version.
