The sum of the parts
The feeling I've gotten for the movies I've seen that were directed by Welles, is that each individual piece of the movie is excellent, but just don't come together to craft a very entertaining movie. Certainly not all movies meant to be laugh fests, yet no matter the subject and/or style, it should keep the audience interested. For me, part of the problem is that Welles was always looking at things in a new way, and was ahead of his time. As such, I do not see his films as masterpieces, but rather excellent material for budding filmmakers who wish to the individual elements of films done masterfully.
