I'm at that scene now and had to look it up. I think it means really short hair that was the style in Italy in the early 50's
Looks like she was going to do it by pulling it out.
BTW I'm 20 minutes in and can see it's rated way too low on IMDB
She was referring to a hairstyle that was popular back then, thanks to certain Italian movie actresses, like Gina Lollobrigida, Sophia Loren, Anna Magnani, etc., who wore it that way and made it fashionable. So, in the context of the movie, the one girl was basically threatening to muss up the other girl's hair in that "Italian haircut" fashion.
