Where is the film set?

It looked to me somewhere in New England but I wasn't sure.

It's definitely New England. If you have watched Lady and the Tramp II: Scamp's Adventure, you'll notice that the opening song refers to where they live as an "old New England town." Also, you'll notice in the movie that Jim Dear nails a Yale pennant to the wall. Given these clues, I'd say it is most likely Connecticut, but it could be anywhere in New England.

The film's setting was partly inspired by Walt Disney's boyhood hometown of Marceline, Missouri.

This was given in the trivia section. Not sure how true it is though. I kept thinking England and not America because two of those street dogs, the bulldog and the other lady dog, both spoke in a British accent.

I don't think so, Tim.
