What Did 'D And D' Stand For?

In the movie the characters refer to Lee J. Cobb's operation as "D & D" For instance they would say things like "You're either with D & D or you're a stoolie". Does anyone out there know what "D & D" stands for?

"Deaf and Dumb". I.e. they didn't see anything and won't squeal to the Police.

Avoid the "and" sign on IMDb; just spell out the word "and".
