How was Shinkichi related to Ogata and Emiko?

He isn't really. When Godzilla killed Shinkichi's family on Oto Island, Dr. Yamane adopted Shinkichi (no, the movie doesn't really make mention of it. The scenes dealing with this wound up cut from the final film).
