It seems obvious, since horror movies aren't usually highly rated, that this one should be worth a watch. Also, it was a pretty big movie in its day, so it shouldn't be that hard to find if you live in a major centre (I'm in Winnipeg, MB...700,000 people, and two or more of our video stores have Vincent Price sections, so...). If not, try one of the online movie rental/delivery comapanies.
sharemy local library has it. (I check the horror films there a lot. have to know where my tax dollars are going) it's a classic, so it shouldn't be hard to find at all. the version the library here has also has "Mystery of the Wax Museum" from 1933 and worth a watch as well.

Vincent Price was the King of Horror and this was the film which established that title so that's a strong yes.
