imagine the world and everybody in it will end and the only possible survival is a spaceship and yet there is no security at the camp and a skimpy chainlink fence.you would need a good size military to keep out the thousands if not millions of desperate people wanting to get in.

Yes, but maybe the film's budget wouldn't allow it. So that's probably why they didn't have a military protecting it. They also might have thought that the construction camps were in such a remote area that they wouldn't need a lot of security.
