If only we had a Gort type machine that would just zap any earthling that used chemical or biological wepons of mass destruction. Not just zap stuff, but get the person/persons that caused such weapons to be used.

This is the same problem that religion presents.
If you do good -- or avoid doing wrong -- is it truly a moral act if it's done NOT OUT OF BENEVOLENCE OR JUSTICE TO YOUR FELLOWS, but rather because of self-interest such as . . . .
(a) to curry favor with
(b) to avoid punishment by
. . . . a consciousness that can reward you or crush you?
The path you take is more important than the ends you arrive at.
