Do watches still work when everything else doesn't?

How does the General know that planes in flight and hospitals are still running?

Non electric watches, that was 90% of the watches then, perhaps even 100% still worked. They were spring-wound.

As for the rest of it, don't lose sight of the fact that this is science fiction so the writer can execute anything he wishes and have it work.
