The folk tales about a large black dog go back to Celtic times in the British Isles. Its a portent of death and associated with evil. In Harry Power and the Prisoner of Abaczan? Harry thinks he sees a black dog which turns out to be Sirus Black known by nickname as Padfoot.
Not sure. It might have something to do with the things chicago85 pointed out. But we can't know for sure because his name wasn't explained in the book or movie.
