Agreed. But I guess all Trelawney had on his mind was the gold/treasure, and being the spontaneous person he is, wanted to set sail ASAP.
Put all of that together and you'll wind up with some bad decision-making, lol.

Picking the crew is the responsibility of whoever is in charge or whoever they delegate it it. It doesn't necessarily have to be the captain.

If the captain owned teh ship and it was rented from him he would be ore likley to choose the crew than if someone else owned teh ship and he was merely hired to command teh voyage.

Did sailors in those days sign on to serve on a particular ship for a specified number of years, or hired to work for a shipping company which had several ships and were often transferred from ship to ship, or were they hired for each voyage and released at the end?

These are all factors which influence who gets to select the crew.
