The Inspiration for Lawrence Welk?

Was this movie the inspiration for Lawrence Welk or what? Like Welk, Happy Hogan also had clusters of bubbles blown behind him on stage. I think Lawrence Welk made his TV debut a year after this movie's release, though only locally at the time (Los Angeles area). The movie's title is also very appropriate, considering. ;)

What I have heard about Lawrence Welk was his music was called "champagne music" because it was light and bubbly, and bubbles are associated with champagne. Possibly their use in both cases was a coincidence.
