The Police Were Unethical

They actually wanted Cody Jarrett to escape from prison so they could catch him in the act of committing more crimes. When Jarrett has his prison meltdown, they are actually sad that Jarrett will stay in prison and get psychiatric help. They show no compassion for a mentally ill man.

No. They wanted Cody Jarrett to escape with their plant so their plant would have a better chance of learning the identity of Trader, the man they were after. Cody was merely a pawn. Moreover, what you're saying isn't even what happened in the film. The police gave up on Cody after he went "insane." All their actions towards his escape happened before the event in question. And after the escape it is clear as day that Jarrett is sane.

Yep if you remember the police had basically "called it off" upon hearing about his mental break. It was only once they got news that he had escaped that the turned the car around, both literally and figuratively.

Trader worse than Cody?
