If the Mexican building codes had specified a proper railing height, Jane wouldn't have fallen off of the balcony and died. Railings should be above butt height of a six-foot tall person to be safe for most people. Because of a poorly designed railing, the people of the State of California lost the opportunity to put her in the gas chamber.
