Only one wrist was cuffed on the Judge? Was that an accepted procedure in those days? Or was it because they had to descend that elevated staircase?

shareHe cuffed the guy to himself so he couldn't run away. Didn't work very well, though! After he fought, hung by the cuff, and it finally slipped over his hand he would have had some bruises, abrasions, and strained muscles but he seemed to be unharmed.
shareI suppose they wanted an action-packed ending and final justice for the audience rather than a proper double cuffing behind the back and a mundane walk down those stairs. Movies.
