I have the impression that the actor who shaves Rocco is not Dan Seymour (Angel) actually. In the close takes of the short visible parts of his face I think they do not resemble Seymour (though the shirt and complexion are quite alike).
What do you think?

I'm sure that in the close takes they used a studio barber. They weren't about to risk Eddie G.'s face.

I'm pretty sure it is Dan Seymour. I just finished watching Casablanca, Dan Seymour is in that Bogey movie, too. He also appears in the behind the scenes hosted by Lauen Bacall, circa 1998.
I love Key Largo, if you're looking for inconsistencies I noticed that when Nora and Frank are walking toward the boat in one frame she is wearing a thick rope bracelet rather than the beautiful watch she wears in all the other scenes. I think there may be an issue regarding which side of Rocco's face Nora scratches.

Look: What always caught my eye unconsciusly (I mean, while watching the shaving scene I felt something wasn't OK, though I didn't realize before the 5th or 6th time I watched the movie) is the fact that the "shaving hands" move TOO AGILE AND FAST. Dan Seymour, instead, seems too much a quiet and slow person. It was then when I tried to recognize the actor by watching carefully the close takes (and I actually couldn't).
Doesn't that shaving coreography look quite weird to you?

Watched it again, the shaving scene. I'll be darned, I think you are correct. I've always listened intently to the dialogue, this time I focused in on the action. I also noticed that we don't really see Angel's hands for the next few frames. They are either behind his back or in his pockets, until Miss Gay Dawn screams and he covers her mouth.
Maybe, maybe Dan felt awkward with the razor during rehearsal, so that clever fella Huston said, "Don't worry Eddie, I won't let him slit your throat, not when you're stealing the show. Nobody will ever notice, and I don't give a damn if they do."
I can almost hear Huston utter those words.
"It's as red as The Daily Worker and just as sore."
