So what is his nationality supposed to be?

Rocco's character was based on real life gangster Charles 'Lucky' Luciano, who actually was deported to Italy. Luciano was of the Italian persuasion. Unlike Rocco, Luciano died of a heart attack.
Trivia: He was nicknamed 'Lucky' because he was the only man ever taken for a 'ride' and escaped.

Yes, the Legs Diamond gang, correct? They gave him the scar and droopy eye he had, IIRC, but he lived.
Later, Carlos Marcello was picked up and dropped in a Central American jungle ( he was a New Orleans gangster), a humiliating form of deportation. He made it back to the US, and one theory has the vendetta he swore as the reason JFK was assassinated. That's all I could think of watching Key Zlargo, but of course that was later. Makes sense it was based on Luciano.
