While the crime in The Big Clock is not a false flag operation in terms of motive, the way blame is deflected after the crime does have some of its elements. The cover-up is propagated by an influential media corporation, owned by a Rupert Murdoch type mogul. The media hypes a patsy/bogeyman to mythical proportions in order to cover up for the real perpetrator, at the same time making themselves look like heroes for hunting him down. Everyone is made to fear the bogeyman but when he is no longer useful for the cover-up, the press switches its narrative on a whim: "Who?
