Would George Bailey actually take over for his father as Executive Secretary even if elected with University Degree at that time?

The story suggests the answer would be "yes". The theme of George Bailey's life was that he always gave up his dreams to help others. He gave up going to college to keep Potter from shutting down the B&L, so it's fair to suggest he would still have taken over the B&L even if he graduated to keep the B&L going and to keep people from being screwed by Potter.
