For fun I decided to Google map the Milligan address of 1708 F Street, NW. I am not sure what F Street, NW looked like in 1943 but I was surprised at the location. The FBI wasn't talking to Joe Carter because they thought he was looking at the Government Printing Office, he was basically right across the street from the then State, War & Navy building. Today, it is the Eisenhower Executive Office Building which attaches to the West Wing of the White House.

Location, Location, Location. 1708 F Street, NW would have been a very good place to live for someone working in Washington, DC in 1943.

According to the newspaper ad it was 1708 "D" street.

1708 D Street NW is an address that doesn't really exist in Washington DC. The 1700 block of D Street NW has the American Red Cross building on its north side and Constitution Hall and DAR HQ on the south side. All the buildings predate WWII. Also, although the apartment is supposed to be within sight of the Government Printing Office, that's at least a mile and a half away over on N. Capitol Street.

But if the address hadn't already been in use for the DAR and the Red Cross, it would be a prime location, about two blocks from White House, and only a few blocks north of the temporary buildings for the Navy that had been constructed along Constitution Ave.

The address doesn't exist and no doubt that's why they used it. Didn't want complaints about getting it wrong.
