Is this image cut footage of the movie?

Or is it just a picture that Bela Lugosi and Lon Chaney Jr. did for a newspaper or magazine to promote the movie? It was on the cover of the story book of this movie I used to check out of my school library as a kid.

Yes it was for marketing of the film. Do you recall what was the library book you refer to? Did it have an orange color on the cover

Yes. There were storybooks of a lot of the Universal horror movies written by Ian Thorne.
