No. That's a musical prologue designed to be played in theaters before the actual movie began, like an overture for a Broadway musical. This was pretty rare for a 1940's movie but quite common in the 50's and 60's for huge epics like "Lawrence of Arabia."

Yep. Five minutes of black screen and music. Halfway thru, there is an intermission and you get another five minutes of the same thing. All part of the 166 minute length of the film. I don't know why they had to burn the disc that way.
