That was George Meeker (billed on imdb's cast list as "Rick's friend").
His bio says, "By the 1940s and WWII, Meeker started appearing further down the credits list playing everything from featured roles to one-liners." The last pretty much sums up his Casablanca appearance, huh?
"When they come for me, Rick, I hope you'll be more of a help."
