When Bogie goes into the theater they are playing a silent film
of the Japanese cinema. It shows two college students following a Japanese youth
and his sweetheart. You can tell it is an actual film of Japanese silent
cinema. What movie is it?

I have no idea what the movie was, but yes it had sound. It was a comedy because the audience kept cracking up.

It appeared to be a silent movie that someone was doing a voice over to...the dialog did not match with anyone in the film speaking.

It was a common practice in Japanese cinema during the silent era to have a narrator in the theater while the movie was playing. The practice continued into the "talkies",too. Some of them became rather famous. They also narrated movies imported from the west.
