Mr. Chan is the Man
It is a foregone conclusion that by the conclusion of the movie Charlie will out the culprit of the crime in question and procede to gamely explain the motive for the murder or theft. Getting there is half the fun. Everything in between the beginning and the end makes for a fun ride.
