Better in parts than as a whole

In parts this movie is really, really funny and expertly crafted. But as a whole the story drags, and The Tramp's work ethic is just too bad (and his common sense too low) for me to want to relate to him for more than 20 minutes, even in comedy. I'm not sorry I watched this film, but neither will I feel particularly inclined to see it again.

I totally agree as well! I would also like to add that the movie seems to be repetitive in places, for instance the fact that Chaplin's character repeatedly goes back to jail with Paulette Goddard waiting for him... the plot seemed weak for the most part. However, there were brilliant moments, as you said.
