was this film unavailable for years in America?

I was watching an old documentary on Scorsese where he claims he only saw the film around 1978, as it was unavailable in America until after howard hughes died. The wikipedia and the trivia doesn't mention this. This seems astonishing.

A lot of movies were pulled out of circulation. Look at Porgy & Bess... as if you can.
