Finally! I got that Bugs Bunny Reference

I saw Public Enemy in it's entirety for the first time today (previously only saw the "famous" grapefruit scene), and when I saw Cagney in that tall crown fedora hat it suddenly clicked, aha! *that's* what that cartoon gangster in that old Bugs Bunny show was making a pop culture reference to.
