Chaplin obviously didn't feel it was of any utmost importance as to how the Tramp received such a lenient sentence, but I've imagined that the drunken millionaire finally remembered that the Tramp wasn't the person who clobbered him and that he, himself, had intended to freely give away the money. So the millionaire informs the D.A. of his refreshed memory, maybe even adding that he owes his life to the Tramp (the suicide attempts). So the sentence is commuted after charges have been reduced to theft and/or resisting arrest/evading a police officer, and--BINGO!--nine months later, the Tramp is paroled and released.

It's been done. Some medical procedures have allowed folks to regain their vision, while other vision-impaired folks' treatment WASN'T so successful. Regardless, nitpicking even the most implausible elements of a frickin' COMEDY has a way of defeating the whole purpose of even bothering to watch comedies. Every movie, comedy or "serious," must be accepted on its own conceits or else it isn't possible to be entertained--which, last time I checked, is the primary purpose of most any motion picture, i.e., entertainment.
